Are you using a clean VM for provisioning? If then, please use a clone of the base/master image for capturing (same level as deployment OS). This might help to overcome the license issue when assigning the AppStack.

All,
We have just created a AppStack with the following applications.
We followed the suggestion above to provision on our master image.
At first we had failures to install these applications. But we found that some how a GPO policy was being applied to the Master image OU that was causing the failures, so we blocked inheritance to that OU and was able to successfully install both applications and run from our UAT and Prod Horizon pools.
