Does anybody knows is this voucher bound to developed/emerging countries or not?

You don't need to buy a voucher, you should be able to book the exam online directly.

The answer is in the link I already posted above, the training is “recommended” rather than “required”, so how you learn the content to answer the exam items is up to you.
