Managed Lost Mode can only be disabled by an administrator remotely : https://support.apple.com/guide/deployment/lock-and-locate-devices-depb980a0be4/1/web/1.0

If you are unsuccessful with the MDM command to disable Lost Mode even after rebooting the device and checking the queued commands on the WS1 console, then your only option would be to do a Device Wipe. I don't think Apple is capable of removing the Managed Lost Mode.

I placed an iOS 14.6 device in lost mode because we didn't know whom it belonged to, etc (it's only assigned to Default Staging User). Now that we've found it and know who has it, I'm unable to disable lost mode.

I can query the phone, send other commands, etc. successfully, but I cannot disable lost mode.

Any ideas on how to remove lost mode? Wiping the device is not an option.

I missed that the "Emergency" button had changed to a "Continue" button after I had disabled Lost mode, and tapping that takes the phone back to normal mode.
