Windows Applications : Workspace One not downloading Zip file during installation.

For some applications the uploaded Zip file is not downloading when attempting to install the application. We then get an error that the install command failed. I imagine this is due to there being no exe or ps1 file on the machine when the install command is run. I have seen this with both a Exe + Powershell file and a DummyExe + powershell. What is weird is that I have app deployments with Zip folders working. Using the default send to compressed folder option. Windows 1709

Edit: Addtional Information

When clicking install from WS1 Client, status switches briefly from install to installing. Then back to install. Nothing in the installation monitor. Also no files in the Programdata/AirwatchMDM or AppDeploymentCache

Registry Computer or HKEY_LOCAL_MACHINE or SOFTWARE or AirWatchMDM or AppDeploymentAgent shows no reference to the application. Nothing in Queue

I can download and install other applications successfully after attempting this broken one. Including MSI, EXE, and ZIP installs.
