"failed to install the hcmon driver" on win10 while upgrating to 16.2.4

I'm suffering the "failed to install the hcmon driver" while upgrating to 16.2.4 for several days. I did the upgrade by overwriting the old version directly. I've tried all the measures found on the Internet but none worked:

manually remove the hcmon.sys under c:\windows\systems32\drivers, but the file does not exist under the directory;
install the software as Administrator; (didn't work)
uninstall the hcmon driver under "Device manager -> Non plug and play drivers". I didn't see the driver event I clicked the button to see the hidden items;
installing older versions; (didn't work)
cleanup all the items related to vmware and hcmon in the registry and hard disk; (didn't work)
disable the AntiVirus software; (didn't work)

I have no idea now except reinstall the OS completely.
