vCenter roles

I am looking for an option for vCenter roles permission related, we are using vcsa 8.0 version build 21216066.

I want to block end user not to create a new cluster on vcenter, may I know where do change in Roles privileges.

One way to do this is clone a role whatever you want to assign to end user, like clone the Administrator role and then edit the newly created role and just uncheck the "Create cluster" option under Host>Inventory
