Hi,

What is your exact question here? ESXi using more CPU than a VM can be possible if the VM is barely using any resources and if ESXi doing much more for example vSAN. Please provide more details on your question.

Hi,

For CPU Utilization high it can be resolve check the latest firmware version and upgrade.
