That is NetApp best practice, to allow things like snapshots and snap-restore. however if you are not going to be using Snapshots then the padding is not really necessary

The only time I'd pad space at the aggregate is if I'm doing aggragate snapshot, and that's not practical for use (for us) because we'd need to snap the ENTIRE aggragate to a previous state. The only other exception is if you're using geo clustering, then it's needed. YMMV
