Cpu Ready Value High - What constitues high?

Hi,

In my student manual is says to check the vi client performance on the VC against a vm showing the CPU READY VALUE.

A "high" value indicates the VM can't get cpu time.

My question is what constitues a high value? When the graph has a line almost to the top of graph or what?

Does the graph sorta "auto adjust"?
