why is the max number of processors two? My machine has eight...
Well because at the present time that is all Fusion supports in a Virtual Machine!
It's nontrivial to scale to more processors, and there's less gain moving to more than two processors. Also, workloads which really need that much compute power might not be well-suited to virtualization.
Based on my own testing with a Windows guest, I suggest you use one CPU unless you really need the second one. In many cases I see a performance drop when using two cores as compared to one.
I´ve searched a little around the net to find the reason for this, and I found a link describing the reason for this. I just can´t find the link now. I´ll search a little and post it if I can find it.

I also just confirmed it's OK to mention that 2.0b1 can use up to 4 vCPUs, though there's no GUI to set this. The catch is that we present them to the guest as separate sockets, and XP/Vista only use up to two sockets.
