vROPS 8.1 Workload Optimization unavailable - vRA managed VMs?

I am unable to optimize the data centre and set business intents in vROPS as it seems that vRA is managing VM's
Does anyone know where or how vRA is managing VM's?

vRealize Operations can perform workload optimization for Cloud Zones. Cloud Zones are created in vRealize Automation and the management pack creates a comparable Cloud Zone object in vRealize Operations. When integrated, vRealize Operations will be responsible for Operational Intent and vRealize Automation will be responsible for Business Intent based on policies defined on the Cloud Zone. It leverages the business intent you laid out for your Projects and Deployments in vRA. So you should configure the business intent part in vRA.
