Deploying an app that requires an activation code

I need to deploy an internal app that requires an activation code.  This is for android devices only.  The developer is a public safety entity so they do not publish this application on the Play Store.  My fall back if this is not possible is to give the activation codes to the users but I would like to avoid that if possible.

Check out the link below where Andrew walked another member through the steps to publish a webclip. The only difference is that you will instead click on the 'lock' icon for uploading internal app.

I'm sorry i should have said that I know how to add an internal app.  I was not seeing where I could add an activation code for the app to run in the Launcher as the only app allowed on the device.
