Windows 10 Enterprise Edition (in VMWare) not domain joined, can't add servers in Windows server manager

Greetings. I need to install a Radius Server as a school project. I have a Windows home edition and i'm unable to use Windows server manager on it, so i installed VMWare to run a Virtual Machine of Windows 10 Enterprise. Then i installed Windows server manager on it but the problem is that i can't install any server cause shows me this message:

I've seen every tutorial of how to join a domain in Windows, everything, like literally, every video you could find explaining this i already watched it and nothing helped me, any of you can give me a hint? Something that might solve this? Remember im running this virtual machine with my Windows home edition, don't know if this has any relevance. Do i need like a domain from Work/School? Can't i create my own domain just for my stuff like homework? I'm still newbie in network stuff.

Which OS are you actually wanting to run as the Radius server?
