I believe you need to right-click on the Virtual Network Editor shortcut and run "As Admin"

If the Change Settings button appears in the dialog, the Virtual Network Editor isn't running with elevated privileges.

Please try starting the Virtual Network Editor directly from the Windows Start menu, and ensure that you right click it and select "Run as Administrator".
