Do you use SMIME encryption mail enabled / auto enabled in Boxer ?
Is there some kind of data filter (AV, SPAM...) check prior to delivering the mail with attachments ?
Does the issue occur for all mails (internal / external) ?

SMIME is for encrypting mails so that they're only read by people within your organisation. It's a whole project to set this so probably not the case here.
Are the attachments properly read on your laptops / desktops mail client ?
Boxer leverages Exchange Active Sync, is this properly set with enough limit regarding the sizing of the mails on IIS exchange side ?
