I have three monitors, and I can see all three monitors in the Horizon Client and they can be selected. However, when I go back to the remote desktop the maximum I can get is two monitors.
Is there a maximum number of allowed monitors?
Could it be a setting the agent?

Check the video memory allocated to the remote desktop you are connecting. Increase it if required and test.
I am remoting into a Hosted Virtual Desktop. Dedicated and System Video memory are both 0 Mb.
This only started 2 days ago when the machine was moved from Citrix to VMware Horizons.
This machine has been running on the Citrix client with all 3 monitors successfully.

I started this thread after ruling out the USB DisplayLink as a possible issue.

You said in the other thread, that the desktop pool is setup for maximum 3 monitors. What's the maximum resolution that was setup? Did you have 3D enabled?
Changes to those settings in the desktop pool only become active after the VM has been shutdown, so you might want to do a refresh or recompose of the desktop pool to be sure the changes are applied. You should see if they are applied correctly by checking the VM in the vcenter and looking at the config there. It should show you 3 monitors, 3D status and allocated video ram.

I misspoke. I meant the Client was set to three monitors.
I do not have access to the server were the HVD's reside.
However, I can check with somebody that does.
Let them check the Horizon Desktop pool configuration for the number of monitors. If that is setup for max 2 monitors with 1920x1080 resolution, no way you will be able to use your three 4K displays
