Can we use the Load Balance without the overlay network

Can we set up the load balance without the the overylay network in the NSX-T enviroment?

Yes, you can using vlan transport zones.

There are two different types of transport zones in nsx-t

  • Overlay Transport Zones. Used by both the host transport nodes and NSX Edges. ...
  • VLAN Transport Zones. Used by the NSX Edge and host transport nodes for its VLAN uplinks.

Although you can use the LB just for workloads that are connected to a VLAN you need an overlay network configured on the Edge Nodes so that the control plane is up.

Take a look at the NSX-T LB Encyclopedia. It is probably the best resource regarding NSX-T LB. This is explained in slides 6 and 7.
