If your high-performance / normal / low-performance backends are represented by 3 different datastores, you can use vSphere SPBM to define 3 storage profiles for each. Then you create 3 cinder volume types with each of the storage profiles. Now you can use volume types to create volumes on the storage backends you want.

You can create cinder volume types from either CLI or Horizon GUI. On Horizon, the function is available under admin (instead of project) since it requires admin privilege.
