From One VPP account to ASM and multiple?

Hi.
When we first started using WS1 (AirWatch), we could only install one VPP account at the ' Customer'  level and nothing under that.
So our setup is like this:
Schools
-Municipality1
--School 1
--School 2
-Municipality 2
--School 1
--School 2

This has worked ok, but some (bigger) schools would like to be able to purchase apps and deploy them their self. Is this possible? Will they still inherit apps from the top VPP account?

We're moving to ASM and as far as I understand, we can create multiple VPP accounts there.

While I'm not totally familiar with ASM, I do know you can create multiple VPP 'admin' accounts with applicable permissions in ABM for app purchase and assignment. This is not the same as the VPP token that you sync with your console. Generally, I would recommend one VPP token per environment, and perhaps you can create a customized admin role to manage app assignments within individual OGs.
