Blue Screen System_Service_Exception

I have recently upgraded my VMWare Workstation Pro from version 12 to 15.5. I tried to start a Windows 7 VM after the update and it fails to complete its boot. The operating system starts and it appears to be performing configuration updates but after a while fails with the infamous blue screen and the Stop code 0x0000003B. I've tried a number of work arounds and haven't made any progress. I tried to use the latest VMware vCenter Converter Standalone Client to recreate a copy of the host machine again, which is also running Windows 7, and I receive the same error when I try to start that VM as well. Others seem to startup just fine. I tried upgrading the virtual machine and this made no difference as well. Does anyone know what I can do to either repair or fix this current system or recreate another working copy of my host?

I have tried to restore and repair Windows, undo some of the updates and tried to migrate back to the last known good copy with no success.
