I'm having trouble getting my VMware system to connect my sony minidisc recorder to the Windows 10 system. In older versions I could hook the recorder up as long as the Mac system recognized it. Now I can't figure out how to get the windows 10 system to connect the drive.

No. I'm unable to attach any usb drive. I've been using the 'share' feature to access their data.
Are there any fixes I can use to make usb devices show up on the VMware environment?

I tried to follow the directions for the os x privacy and security. The instructions didn't work.
I've downloaded the USB 3 installer that the software recommended. That didn't work. (Intel(R)_USB_3.0_eXtensible_Host_Controller_Driver_5.0.4.43_v2 - I get a dialog box that states the installer doesn't work with the operating system)
I would welcome additional suggestions.

If you are running Windows 10 VM, you don't need the USB 3 driver from Intel at all, that is for Windows 7 only.
Basically, I would suggest you re-install the VMware Fusion, follow the instructions from this thread:
and give it a try.
Also, make sure you can find vmioplug string when you run the command 'kextstat | grep vmware' from a terminal when Fuison is launched.
Edit: there is another option if the instructions above still does not work. You can try with VMware Fusion Tech Preview 20H1. We’ve opted into using Apple’s native USB stack, enabling us to remove one of our root-level kernel extensions. Try out your devices and let us know if they have any trouble by filing an issue in this GitHub repo: Fusion GitHub usb-support
Notice: the Tech Preview builds are free for use and do not require a purchased license, but they come with no guarantees of support and things might behave unexpectedly.

I'm still having problems. I've reinstalled VMware Fusion. This app is already cleared in the Apple security & privacy app. It is listed under Full Disk Access and Files and Folders. When I did the reinstallation this did not change.
I followed the link you provided (GitHub) and that didn't provide any help. What's next?

I think what was being suggested with the Github link was to install the Tech Preview and see if the issue persists.
We made massive changes to the USB system, so things might 'just work' when you try with the tech preview.

I have downloaded and run the app you indicated. No change.
Just to be clear, I used to be able to select the USB option and select the USB drives I wanted attached the the VMware app. I can't do that now. When I choose the USB option there is no list of USB drives.

Can you collect a full Fusion support bundle and upload it to VMware's ftp server?
Steps:
======
1. Open VMware Fusion 11.5
2. Do not launch any VMs, click Help menu, then choose 'Collect Support Information', the collection process may last for few minutes, it will prompt when it is done and you should be able to find the bundle file from your Desktop.
3. Follow the instruction in this KB article and login to the FTP server: Uploading diagnostic information for VMware using FTP
4. Create a new folder and upload you support bundle to this folder. (Send the folder name you created to mksaccount01@vmware.com)
I've uploaded the diagnostic file. The directory is 'diagnostics_1'.

We see that the USB arbitrator service failed to start:

The reason is that the "com.vmware.kext.vmioplug" kernel extension is being blocked by MacOS:

The above happens when the kernel extension is not allowed in the "Security & Privacy" settings. Unless there is some MacOS bug at play here, there should be a warning in "System Preferences > Security & Privacy". The warning should say something like "System software from developer ... was blocked from loading":
DrSiddons0, can you check if there is such a warning after the latest Fusion re-install? If yes, please click "Allow" and reboot the Mac.
Also make sure VMware Fusion is allowed in "System Preferences > Security & Privacy > Privacy tab > Accessibility".

A dialog box has not popped up during any of the installations.

I've installed the VMware app again. During the installation a dialog comes up and asks for my password to allow the software to have administrative privileges (this has happened every time). I give my password and the installation goes on.
I've attached a screenshot of the USB dialog. The drives show up, but I cannot get a checkmark in front of the drive name.

The don't show up in the disc explorer app in windows 10 (see third attached file).
Can this get bumped up the tech support levels. I need to get this working.

A new problem: Windows 10 running on VMware can't find the internet. Somehow VMware is not connecting Windows to my laptop's internet connection.
I've never had this problem with previous versions of VMware.

This is expected when the VM is not running. You can attach USB devices only when the VM is powered on.

1. Power off the VM
2. Right click the VM from VM Library
3. Press 'Option' Key from keyboard and hold it
4. Choose 'Open Config File in Editor'
5. Add a new line with the string usb.generic.keepStreamsEnabled = "FALSE"
6. Save and close the file, power on the VM

We are getting closer. I added the line of code you requested. I've attached a screenshot of the drives attached to the PC.
I have a USB minidisc recorder. That shows up 2x as two E drives.
I have a USB hard drive; this one doesn't show up at all.
