Can I stop ESXi 6.7 from dropping disconnected USB devices from a VM hardware list?

We have an ESXi host that is connected to dedicated hardware via USB and that hardware is always connected to a particular vm. For some reason the USB 3.0 controller (Intel Corporation C620 Series Chipset Family USB 3.0 xHCI Controller) is now "Not Capable" of passthrough.

That's wouldn't normally be an issue because we can add the USB Device specifically to the VM and everything is wonderful... UNTIL the host is rebooted. If the external device is not powered up and operating BEFORE the VM starts... it gets removed from the VM inventory and needs to be re-added manually.

I need to do one of the following:

-Get passthrough working.

-Keep the USB Devices from getting dropped from the VM even if they are disconnected during powerup.

-Find a way to programmatically add those USB devices back in (ESXCLI)

any suggestions?
