It's just a licensing bundle, as far as I know there's no difference in vSphere functionality it's just that you don't have to purchase vSphere separately: https://www.vmware.com/content/dam/digitalmarketing/vmware/en/pdf/products/vCloud/vmware-vcloud-suit...
