You can solve it by not installing vCenter on a Windows server since this is a dead avenue. You should be deploying the vCenter Server Appliance (vCSA) instead.

In the third attached file in the lines of 744, 745 it mentioned about bad DNS resolution:

CheckHostNameOrAddr: Failed to lookup "WIN-VM.domain.xyz" as an IPv4 address-only: 11001

So I think you tried to set up the vCenter server with FQDN name as the System Name and related A record for the vCenter server is not exist in your DNS servers or cannot be resolved in the first step of vCenter deployment, So the installation is failed. So you must set the A record for the vCenter server or use the IP address of your server. However, you should know the windows-based vCenter server will be deprecated ASAP.

It was deprecated literally years ago. 6.7 is the terminal release for 6.7. That's why it makes absolutely no sense to deploy a new vCenter Server on Windows at this time. So, hack3rcon, I ask you why do you "need" this?

My server using a static IP address. Can I use the IP address instead of system name?

"The System Name and related A record for the vCenter server is not exist in your DNS servers or cannot be resolved in the first step of vCenter deployment" ?

You can set IP address instead of FQDN for vCenter Deployment but remember because of VMCA (VMware Certificate Authority) service on the Platform Service Controller (PSC), you cannot change/modify the System Name after complete the deployment process.

‌Basically, you cannot change the computer name or system account of any CA server after installation. (It doesn't matter which platform do you want to use!)

If you dont have a DNS around for a propper (R)DNS entry just use the  "etc/hosts" on your (Windows) Computer.
