Add user permissions to an OVDC in vCD

We have a multi-tenancy vCD setup where each of our customers has their own OVDC. We only use local accounts for our customers because if we did not then we would have to have VPN tunnels to each customer's network just for LDAP which will not work for our more "secure" customers.

I looked into creating a local group for this one customer who wants 10 people added to their vCD OVDC, but only LDAP groups are supported. This customer has over 100 vApps so it looks like I have to manually add 11 users to each of the vApps manually and this is going to take a LONG time.

Is there a better way to do this?

Do you have One Org and for each Customer one OrgVDC in this Org? Or do you have One Org and one OrgVDC for each customer? Case one is NOT! Multi-Tenancy.

Yes, Groups are only supported with LDAP.

This customer has over 100 vApps so it looks like I have to manually add 11 users to each of the vApps manually and this is going to take a LONG time.

Takes only a few seconds via VMware vCloud Director PowerCLI

I would suggest to create a local directory service to use group fuction and don't mix different customers in the same Org.
