I installed Mac OS X Mojave Beta 5, and now when I start a VMWare Fusion guest (Windows 10) my keyboard and mouse are not working in the guest. When I was using OS X Mojave Beta 4, they worked fine. Any thoughts on a solution to get my keyboard and mouse to start working again?
I had a different cause. My Apple Bluetooth keyboard was paired with Windows in Bootcamp. When Bootcamp starts in VMWare it grabs the Bluetooth device from the Mac.
I am running Win 10 pro on vmware fusion 10 hosted by mac pro mid 2010 on High Sierra. I'm noticing a similar problem where the keyboard works fine within the virtual machine but the mouse disappears beneath the vm display. I cannot select or click anything. This only happens with vmware tools installed. If I uninstall vmware tools then everything works normally. I followed your steps but no bueno. Might be more than an accessibility issue. Thoughts? What kind of mouse are you using, trackpad, bluetooth or USB mouse? Have you tried to re-install VMware Tools?

I had the same issue, except my keyboard worked, but mouse didn't. Checked the privacy settings and VMware Fusion preferences to "always optimize mouse for gaming" were all good.
The problem for me was the mouse / keyboard settings under the VM itself were selected to "mac profile". I selected "Default Profile" and it fixed it.
I followed the suggestions shown in this thread, yet still the keyboard and mouse didn't work. I have a MacBookPro 10,1, running Mojave. macOS 10.10 VM worked until I ran one of the updates, and then no mouse or keyboard. I could get the VM to capture the keyboard and mouse using a second set, but they still didn't work.
My solution was to go to VM Fusion app's Virtual Machine->USB & Bluetooth Settings...->Advanced USB options->USB Compatibility. It was set to USB 3.0; I set it to USB 2.0, and the keyboard and mouse started working correctly. The VM has to be off in order to make that change.
Appreciate all the advice....still no joy....mouse moves within the VM window, but clicks do nothing....same with touchpad. Im glad I only got the trial version cuz it’s not gonna be worth it....very frustrating day trying to get it to work....

Sad to hear it still isn't working for you.
While developing software for macOS Catalina and testing their new security frameworks I found that it does not always work exactly the same each time.
If you have tried the above then the best advice I can give for the moment is to go to the Applications folder in Finder.
Then drag VMware Fusion to the Bin in order to uninstall.
Reboot your mac, just to make sure nothing is left running and then re-install Fusion again.
It might not help, but it would be one of the things I would try.

Still no joy, although when I reinstalled, my previous VMs were there, so I’m not sure it actually removed.....thanks for the advice nonetheless....
Let me ask you this, does the keyboard work?
If you go into settings of the vm, change the profile of the mouse, to anything else, does it work then?
Keyboard works, but tried all mouse profiles to no avail.....
You're not going to believe this. I just upgraded from Fusion 7 to 11.5 and my trackpad mouse stopped working in my virtual machine. The pointer moved but I could not click or right click. Searched the VMWare site for solutions and came across this topic. I checked my Accessibility settings and Fusion was there and checked. So I decided to try deleting it to see what would happen and low and behold my mouse now clicks and right clicks! Fusion warned me to fix my accessibility settings when I started up the VM but I ignored it and everything is working fine. Completely counter intuitive but it works. Perhaps someone here can explain this because I can't. I checked my accessibility settings while the VM is running and Fusion appears again in the list but is unchecked. I am running Mojave 10.14.6 on a MacBook Pro (Retina, Mid 2012). I am posting this in case anyone wants to try this if other solutions haven't worked out for them.

I upgraded from Fusion 10.1 to 11.5 on a Retina Late-2012 MBP. I followed leoragen's suggestion and I was able to get my mouse back!
Also in Preferences > Security & Privacy > Privacy > Input Monitoring - make sure that VMware Fusion is listed and checked. This is a Catalina parameter.
