Custom Alarm When Permissions Are Added

Attached are the custom alarm configuration settings.

I want to send an email alert when permissions are added. It works, but only when permissions are added directly on the Datacenter object. If permissions are added above or below this object (vCenter, cluster, VM), then it does not trigger the alarm.

This is for vSphere 6.7.

It works only for Datacenter because you it is selected as Target.

If it is possible you should use more general target (includes: all interesting object) or create multiple alarms for different objects.

That is not correct. I tried it from every object level and it only works for the datacenter object. You can select vCenter as the target, but it only lets you monitor permission changes to Site Recovery Manager VMs.
