I am unsure if this is the right log.. please go to run prompt and type %temp% and then get the vminst.log
From a quick look at the log file (which - by the way - can be directly attached to a discussion) it seems that your environment does't meet the prerequisites for installing vCenter Server. Some of them are 8GB memory (you've got 4GB), a fixed IP address, and proper DNS records, so that forward, and reverse lookups properly resolve to the server's IP address/hostname.

Why do you want to install vCenter Server on Windows? You know it is not continuing past 6.7, right? To do so with a new installation is pointless.
Windows-Based installation of vCenter Server will be deprecated ASAP. It's strongly recommended to setup VCSA (even migrate old Window-Based vCenter to Appliance-Based with migrate option of VCSA setup interface)
Why do you need to set up the vCenter on top of the window server? is there any special reason?
As you see, the memory is "Memory: 10240 MB" .

I have a vCenter 6.5 on a Windows Server and wants to change the server and install a new vCenter. Can I export the old vCenter configuration and import it to the new one?
You need to deploy the vCenter Appliance, not the terrible vCenter for Windows. As I said, there is exactly zero reasons why you should be trying to install vCenter on Windows at this point in time.
As you see, the memory is "Memory: 10240 MB"
Aside from the fact that the appliance is the future, the installation didn't detect 10GB memory.
From the log file: "VMware vCenter Server detected 4095MB of memory. 8176MB of memory is required for the selected deployment type."

The problem is Windows. Install the appliance and this goes away.
