I am working with an inherited vsphere/vcenter 6.0 environment running a view 6.2 environment. We are looking to get up to date by going to a VCSA 6.7, ESXi 6.7, and horizon 7 environment. Because the environment is inherited, and the people who set it up aren't here any longer, we are planning to stand up a new environment and migrate over to it. The existing environment has an SSO domain and an integrated PSC, so should I join the new VCSA to the existing SSO, or create a new one? I'm planning on using an integrated PSC on the new VCSA too.
If you want a 'fresh start' then deploy an appliance and create a new SSO domain, then seize the hosts.
If you join to the existing SSO domain that means you will have 2 VC's in Enhanced Linked mode.
If you are looking for standalone vc with integrated PSC then use "Create new SSO Domain" option.

Yes, the existing PSC is embedded on Windows platform. We are planning to upgrade to VCSA 6.7.
Suggested way is
First upgrade your windows vcenter server as 6.5 U3d then migrate it to VCSA 6.7 U2
