FT is not happening

We have 7 servers , in that one is vcenter and remaining we have installed esxi 6.7 we configured HA and FT, in which if we power off host FT is happening but when we shut down particular vm in any of the host , then secondary vm is not coming up.

The FT works, if the node is down. If you turn off a VM only, then the hypervisor thinks that no failure occur and VM should remained turned off.

If you ensure about the FT configuration correctness, do you ever test the FT operation by providing the primary VM's host failure situation instead of VM shutdown,  and then check the result again

This is a user initiated power-off. FT does not respond to that, as it knows YOU decided to power-off the VM. So it assumes you know what you are doing and it will not initiate a failover. FT is for host failures.
