Cannot Export/Import OVF file in VCSA 6.7 to 6.7

It can't be this hard.  I've spent the time to create two server 2016 VMs that I've applied all system updates, mitigated Security STIGs and passed security scans, but I can't Export/Import the OVF files to a separate vCenter instance.

I didn't want to go through the process of creating VMs on the second instance and going through the process of hardening them again, but it seems like it would be faster to do so.

I'm following all instructions during the export, but it never completes.  It will produce the OVF, VMDK and NVRAM files, but it sticks at 50% and never completes or create the last MF file.

   The bad part about it is I get no errors that I can find.  If I did I could research the errors.  There isn't any related items in the Event log that I can correlate to either.

Does the Export/Import tools work?

Does anyone else have problems exporting and importing VMs from one cluster to another?  I was told the function has problems in vCenter or more specifically VCSA, but I would think things would be ironed out by 6.7.

Below are the attempts I've made which all failed for one reason or another.  The one thing I haven't tried is a CLI method.

  1. vCSA to vCSA:   Fails to complete Export, stuck at 50% and only creates 3 of 4 files.  I try to import the OVF files the next day, but it only partially creates the VM and stop.
  2. vCSA to ESXi:  Fails to complete Export, stuck at 50% and only creates 3 of 4 files.  I try to import the OVF files the next day, but it says I have to use the vCSA to complete the process. “incomplete files”
  3. ESXi to vCSA:  Completes the Export with all four files successfully.
  4. ESXi to ESXi:  Completes the Export with all four files successfully.  “MUST” put receiving ESXi host in Maintenance mode and remove it from the Cluster and into the Datacenter.  When I try to start the import it comes up with the following error.

  After I “Esc” out a pink banner appears at the top of the host webpage in RED says:
