How to entitle non domain user to VDI.

I'm not sure if its possible, however if it is then i think the process would involve creating a local account on either the connection server or in maybe in the vSphere web client...

You cannot do this. Entitlement of Users/Groups is only enabled for Active Directory object. You can add some restriction by adding computer accounts to an AD group and so on ... but everything is possible just for AD.
