Hello,
I am trying to create a new Virtual Machine to run macOS 10.14 Mojave in Fusion 11.0.2, running on a macOS 10.14 Mojave host machine.
When I try and create the new VM, I get an error: "Unable to create the installation medium." This is just when it tries to create the new VM, before it even attempts to start the VM.
I am installing using the downloaded 6GB macOS 10.14 Mojave installer from the App Store.
Please help! Has anyone else had this problem? I really need this to work!

I just tested it on my 2018 MBP core i9 + 32GB, running MacOS 10.14.2 and Fusion Pro 11.0.2...
It works for me, no problems.
After doing a File->New, I see the "Select the Installation Method" dialog window. I then drag and drop the "Install macOS Mojave.app" file onto the "Select the Installation Method" dialog window. (see screen-shot)
After that, the installation proceeds without any issues.
Could you perhaps provide the specific steps you are performingD
EDIT: Do you have enough free disk space? How much do you have?
I have the same issue and there is enough diskspace (400+ GB). Seems you can't use the Mojave installer but need to create a separate install disk as you would when wanting to install from an external disk. This is how I resolved my problem, hopefully it works for you as well.
Btw, Fusion can't install from the recovery partition either (it doesn't see any while there is). So much for Fusion 11 being "ready for macOS Mojave"...
This will be no fun for you but I had the same problem, I think twice, and just erased the /Applications/Install... folder and re-downloaded it and tried again, and it worked. So there may be some non-deterministic component to this problem.
I was having the same problem. I saw pfruth response and noticed the Mojave installed disk image was in the Downloads folder. On a hunch that perhaps having the disk image in the Applications folder may have been interfering, I copied it to Downloads, then dragged that copy into the VMware window and that worked for me.

I was having the same problem and discovered the very simple problem: after the app store downloaded the Mojave installer, it launched the app asking "do you want to install?" Even when you **close** the app the install disc image remains loaded in the background ("background" as in you don't see it in the sidebar or on your desktop."
You can either open Disk Utility to eject it or simply restart your computer and it should work normally then.
