Ubuntu 18.04 old text-installer (minimal / alternative ISO) fails on VM machine version 13

I have an issue with the Ubuntu 18.04 minimal iso on ESXi 6.5 VM machine version 13 - (The mini iso uses the old text-based installer):

I get a "grey screen with grafical artefacts" after the initial ubuntu greeter screen that works well. Every option I choose from the greeter screen leads to this grey non working screen - if you choose install, the next screen would be language selection which fails.

We changed many VMware options and also boot option of ubuntu, but non worked.

The only way that worked was to set machine version to 10 instead of 13, then the installer displays the language selction screen.

Ubuntu standard installer ("18.04 live-Server") works also on machine version 13 but not the text-installer.

Others have same issue since July:

Can someone look at this? I have exactly the same issue and it is reproducible 100%.

ESXi 6.7 VM is being installed from http://cdimage.ubuntu.com/releases/18.04/release/ubuntu-18.04.2-server-amd64.iso

results in a grey screen

I confirmed I can reproduce this with Ubuntu 19.04 minimal/alt ISO on VM machine version 14. Any other server edition works fine. Where's the support?
