No shared storage available in both infrastructure. Both are infra in same network.

Is that mean all your old ESXi 5.5 are running on local storage ?
If there is any shared storage available and that is supported by ESXi 6.7 the easiest way is to map the same datastore to new ESXi 6.7 host and move the VMs.
ESXi 5.5 infra running on HP blade chassis and attached fiber attach storage. But i can't attach that storage to vSAN ready node host.

Is your shared storage supports NFS / iSCSi protocol so that you can create a new volume and share between old and new infrastructure ?

Can you let me know how many VMs you planning to move and size.
New 6.7 is a vSAN ready node infra.
Vm are 50 nos. and total size 15TB

As your old infrastructure has 50 VMs with 15 TB of total size, it is better to have a shared storage or with some enterprise replication tools to migrate the VMs.
These migration requirements and risks should be part of new infra planning/design before procurement.
can i add 5.5 host in 6.7 vSAN vcenter and migrate VMs in power off state.

By using VMware standalone converter tool V2V migration.

VMware vCenter 6.7 doesn't support ESXi 5.5.
If compatible you can upgrade these ESXi 5.5 hosts to ESXi 6.0, then add to vCEnter 6.7 and do a vMotion in powered off state - downtime will be more depends on the size of VM
You can migrate these VMs using VMware standalone converter - V2V - You have to do V2V for 50 VMs which is a huge task
I still suggest if you can temporarily arrange some shared storage or to use some replication tools which will reduce downtime and your efforts.
