Dynamically enable/disable clipboard redirection without UEM Smart Policies?

Has anyone found a way to dynamically enable/disable clipboard redirection without UEM Smart Policies? We would like to enable clipboard redirection when users are connected internally to a dedicated group of connection servers and disable clipboard redirection when users are connected externally through UAG and a dedicated group of connection servers.

Another team that manages GPO has tried implementing the Blast ADMX but can't figure out how to call it on every session disconnect/reconnect.

Can you do conditional Group Policies?

We can process those on user log on/logoff. The challenge is getting those to run on every session disconnect/reconnect which is what UEM can do. Our users will frequently switch between internal and external sessions and we need to ensure this works dynamically based on their location.
