why maintenance mode not work for 2 hosts

I have 5 esxi host in my cluster now appear a problem for two of them thus i put both of them in maintenance mode but just one of them can put in this mode and the other it's progress stopped in 20%

what is problem ? even i change Host failures cluster tolerates from 1 host to 2 host but it did not solve

what do i have to do ?

If this is a vSAN cluster and you have FTT=1, you cannot put more than one host into MM at a time.

Is admission control enabled? Did you check the logs? If no, why not?

which logs had to check ?

I had the same issue and after restarting the Management Agents may be from DCUI or Putty it worked.
