Sorry I have been slow to respond but have finally got round to applying updates to my test Server 2019 VM. After applying KB4482887, I can now hot-plug CPUs without the VM restarting - yay!!
This is the 2019-02 Cumulative Update for Windows Server 2019 (https://www.catalog.update.microsoft.com/ScopedViewInline.aspx?updateid=a7738ed8-a5f9-41e4-b968-af38...) - this was the only patch I applied to the guest OS.
When I removed the patch and tried to hot-plug CPU the guest again reset. Looks like something has been fixed in here by Microsoft.
Oh and this is annoying - I was searching for an article from either VMware or Microsoft acknowledging this issue however found none. Applied the patch and this turns up: https://kb.vmware.com/s/article/60223. Guess VMware can update the article that there is a resolution now

Not very helpful but can confirm that I have the same issue as you.
Happens when going from 1 to 2 then from 2 to 4 as well and doesn't seem to matter the socket/core ratio. Hot add of memory works happily and without issues.
Meant to be supported (VMware Compatibility Guide - Guest/Host Search) with the version of the builds we are running so perhaps it time to log a support call? Guess we can wait to see if anybody else is able to do this successfully?

I also tried using down version HW, i.e. VM version 11 but still have the same results. Going to try patching the server with the latest Microsoft patches and see it there is a different result.
First of all it is very helpful that you have the same issue what I have.
i have tried also with ESXi 6.5, with different HW versions, with Vms without actually patches from Microsoft as well with VM which was fully patched. In each case I have reproduced this fault.
It should be a case for Microsoft, I guess.
Just checking... But in the VM settings, is the Guest OS version set to Windows Server 2016?

I am still having this problem. I have confirmed I have the hotfix installed - when I try to install it, it says "This update is not applicable to your computer." - so I am assuming that means it is already present.
Does anyone know if this problem has somehow "come back" since this March Hotfix was originally released? Or, is ESXi 6.x not supported for CPU hotplug even with this hotfix? The compatibility guide shows Windows 2019 is supported for ESXi 6 (at least the last time I checked). Can someone confirm this works for them in ESXi 6 with the hotfix installed on the guest OS?

I also am still having this problem. I checked and made sure I have all of these MS updates as well. I did see the VMware KB still has no resolution.
For me, it appears the problem is with vCenter/ESXi 6.0. If I fully patch a Windows Server 2019 VM in that environment, I cannot hot-add a CPU to it without it crashing.
Recently, our VMware guys built a new sandbox environment for us and used ESXi 6.5. I built a test 2019 VM in that environment, fully patched, and I have no problems hot-adding a CPU to that VM. The last i checked, ESXi 6.0 was compatible with server 2019 - perhaps they need to revisit that and update the compatibility matrix listing this as an issue.
