Unable to create or start VMs in Workstation 15 Pro Windows 10

Workstation Pro 15 was working fine until I installed a new NVIDIA 2080ti.

After installing the new Video card I was unable to start an existing VM nor could I create a new VM.

Steps taken:

1. Reinstalled VMWare Workstation 15 Pro without issue

2. Check permission on the directories, even ran it as an administrator with no luck.

2. Tried to create a new VM using Easy Install. It hangs after pressing "Next >" on the "Name the Virtual Machine" step.

OS: Windows 10 Version 1809

In the vmware-ui.log the following error repeats when trying to create a VM or trying to import an OVA. The dialog in the GUI just hangs.
