I would like to know if it is possible to allocate a quantity of RAM, storage for a user? and this automatically for each user who connects from an AD
After searching the web I can't find an answer.

Yes, using vRealize Automation. vCenter/vSphere do not have this ability built in because they aren't designed for such "cloud"-type operations.
