I have a vCenter for Windows.
I want to migration it to VCSA.
But, I install Migration Assistant failed.
"Unable to connect to VMware Update Manager Database, Cannot proceed with migration."
I view vSphere web Client, The database is OK.
I can upgrade ESXi using VUM.
Do you honestly need to migrate VUM? In the vast majority of cases I see, you don't. If this is the case, simply uninstall VUM and the migration assistant won't look for it. Once your upgraded vCSA comes up, a brand new VUM will be baked into it. Makes life a lot easier.

did You run it on VUM machine?
Check if You are using appropriate Windows/domain user account when You are running Migration Assistant.
VUM and vCenter Server on the same server.
What permissions does the user need to run?
I running it using domain administrator.
Make sure the account you use has access to the VUM database.
"If your vCenter Server service is running in a service user account for access to the vCenter Server database and you run Migration Assistant under a different account, the Migration Assistant account must have the Replace a process level token permission."

I has been add the administrator to Replace a process level token in group policy.
