ESXi hangs on boot

For some reason my ESXi server (6.7) is now hanging at startup .. how do I go about fixing this?
Is there a way I can reinstall/repair it? (without losing my VMs/config)

What phase it gets stuck, that is more important to find why it is stuck.

About reinstalling/repair: Vms are stored on datastore, hence reinstall and repair shouldnt be an issue, until its on the same local storage where OS is installed, because reinstall will format the local disk and VMs will be removed, repair would only write in the OS partition and will not have any impact on the VMFS partition.
