Time settings user input for view?

Is it possible to have the "Time Settings" tab for a view take user input?

Or do I have to edit my view each time I want to run a report for a different date range?

You can schedule reports in vrops .

It will run depending on days time you have selected .

As mentioned by GayathriS you can use the report with specific time settings. Another dirty way is to create multiple views of that specific view with different time range settings.
