vCenter Server Appliance constantly says after logging in: "Installation in Progress"..."Starting Services" 90%

Every time I log into my server appliance, a window pop up saying "Installation in Progress, Starting services" and gets hung up on 90%. The only way I have figured out how to fix this temporarily is to ssh into the appliance and restart the services. After that process is done, the window will go away, but will come back a couple days later. Any suggestions on how to fix this?

Is this following a new installation of vCSA? What version?

The vcenter was upgraded to 6.7.0.20000 about 3 months ago. This has been happening on and off since it was upgraded
