I was using version 6.7 update 1 but I was unable to upload OVF due to ""ünable to process template"".

But when I checked the file, it is already in 600000

As a workaround, you can either deploy the OVF/OVA directly to the host (https://<HostIPorHostName>/ui), or use the OVF Tool CLI, documented here... OVF Tool Documentation.
ex> ovftool -ds=storage1 -n=myVM C:\testVM.ovf vi://user1:passwd@12.34.56.789/?ip=12.98.76.54

I was able to upload the vSPhere Replication OVF file using the OVF tool.
It was a bit tricky and seriously gave me headaches on how to proper deploy it.
VMware should look about this.

I too effected by this issue .
Post going through vmware communities and forums, found the culprit. Its the vcsa 6.7 service " VSCA vSphere Profile-Driven Storage Service " , which is bound to start automatically post reboot but haven't. Able to deploy ova's with no issues after starting this service.
