Without a public API, the only option for cmdlets would be to use a private API.
But since it is private, we as non-VMware people, do not have access to those I'm afraid.

There does seem to be a vRO plugin for vSphere Replication, see Using the vSphere Replication Plug-In Workflows
But I have no experience with that plugin I'm afraid.
Your best option would be to use in the vRO Community or the vSphere Replication Community.
