Running vcenter server application 6.7 installer does not show the menu

Running vcenter server application 6.7u1 installer does not show the menu, see the picture , I tried to use different 6.7 ISO (6.7d/6.7u1/6.7a/6.7b/6.7c) issues as well. vcenter server application 6.5 installer does not have this problem.

If you are using windows system , check security setting .
