Can you advise why are you using the vCenter windows version. VMware recommends to use the Virtual appliance.

Use the virtual appliance (VCSA).The next version of vSphere will not include vCenter Server for Windows.
VCSA has also exclusive capabilities such as file-based backup and restore, unified update and patching, native vCenter High Availability, and a significant performance advantage which means that the VCSA is the way forward.
