Do I need the VCP 6.5 Foundation Exam?

I Just wrote the VCP NSX 6.2 Exam today and passed.  Earlier this year I took the NSX Troubleshooting course (which is valid for this exam).

I have an expired VCP 5.5 certification and a Valid VCAP DCA 5.5 certification.

Certification Manager shows  that I need to take the "VCP 6.5 Foundation Exam". but not sure I have to since I do have a Valid VCAP exam

Can someone one confirm if I need to take that exam or not?

Yes, you will need to pass the Foundations exam.

If your VCAP "counted" for anything towards the VCP, there would be a path for that on this page: VMware Certified Professional 6 – Network Virtualization (VCP6-NV)

As you'll see, there is not:
