cannot power on newly deployed vCD 9.5 appliance

when attempting to power on a newly deployed vCD 9.5 receive the following in vCenter error:

attempting to power on vcd appliance error cannot initialize property 'vami.netmask0.VMware vCloud Director'. Network '' has no associated network protocol pool

a Google search reveals that this error proports to be due to no network pool.  however there is one created on the nsx logical switch. but also the cell is statically assigned an IP address

I found out that the appliance requires an IP Pool, even if it is using a static IP Address,  the last time I saw this issues was with the vROPS appliance - also the vCloud Usage Meter.

I had rather hoped that this problem would have been solved by now.   now to get the appliance working I need a superfluous configuration on my ESX environment.

Hi Tom,

  Could you share your google search?  I do see this VMware Knowledge Base    but that may be specific to ESX 5.X which is not supported in vCD 9.5.

Yeah, this is an odd one for me. I haven't seen network pools required since 5.x days.
